FICE Europe Statement on the Importance of Kinship Care and its Equal Support

[Belgrade, 19 september 2023] - FICE Europe, the Federation of Institutions for Children and Youth Care in Europe, proudly announces its commitment to the cause of kinship care with the launch of its official statement on "The Importance of Kinship Care and its Equal Support." This statement is endorsed by representatives from 12 European FICE member countries and FICE Israel.


In the statement, FICE Europe acknowledges the invaluable role of kinship care as a crucial alternative for children and young people in need of a stable and nurturing environment. Kinship care, which involves close relatives or family members providing caregiving, plays a pivotal role in ensuring continuity and emotional support for children who may have faced disruptions in their lives.


FICE Europe firmly advocates that all European countries should actively promote and facilitate kinship care as an essential element within the spectrum of alternative care. It is imperative that kinship care receives the same financial support as regular foster care to provide caregivers with the necessary resources for creating a safe and loving home for the children they are entrusted with.


Additionally, FICE Europe emphasizes the importance of providing professional support to kinship caregivers that is on par with the assistance offered to traditional foster caregivers. Adequate training, guidance, and access to essential resources are crucial to help kinship caregivers navigate the unique challenges they may encounter. This comprehensive support system ensures the best possible outcomes for children and young people in kinship care.

In summary, FICE Europe reiterates its unwavering belief that kinship care should be universally recognized, funded, and professionally supported across all European nations.


Elena Matache, Co-President of FICE Europe, remarked, “Equally vital is the provision of robust guidance and educational courses for kinship care parents, recognizing that these elements play an integral role in fostering healthy and nurturing environments for children”


Martine Tobé, Co-President of FICE Europe, added, "In addition to supporting kinship care, we must also focus on the assessment of families and establish reporting mechanisms so that children can report any issues if things are not going well. Ensuring the safety and well-being of children is paramount."
